The institutions that bind all individuals of human societies together, that is, that ensure harmony between individuals, are "culture institutions."
The totality of these institutions constitutes the "culture" (hars) of that society.
The institutions that connect the upper stratum of a society to the upper stratum of other societies are "civil institutions."
All such institutions of the same kind constitute the whole that we call "civilization" (civilization). (Page 11 from the Book)
