The confusion of diagnosis has not remained merely a confusion of minds, but has periodically led to policies that contradict each other.
Behind the policies that are thrown from one extreme to the other lies the inability to decide what the issue is.
This results in a great waste of people and resources for the country.
Because the author sees this reality, he first and foremost presents his own diagnosis clearly and explicitly, stating that this is a problem of statehood.
